Small Panel for Recent News PHP - HOW?

There is an example of showing recent news in a small left panel....however it is for .NET
Can someone please provide a PHP version of that exact same thing.....THANKS!

I use the following code to display the most recent blog entry. With a little modification, it should work for news too. See attachment.
