So a solution would be to add a "Ship by weight PER ITEM" option. Calculating the shipping price of an item based on its weight, then combining that shipping price with the shipping price of the other items in the cart, this way it stays accurate for such orders.

The best way to get around this would be to ignore the default and don't set it. Just put in the weight banding's that are acceptable to you.
If you put in a shipping cost per item you will run into a problem when the quantity is more than one as normally a 'shipper' will load the first item by 30%+. this means that you will be charging the customer more than you need if they start to order multiple items.
