If you would like to add meta tags, CSS, or JavaScript includes beyond what you can add in the control panel at Settings > Store Settings, then you may edit the HTMLHead.html file for your template at:
[cartlocation]/templates/[yourtemplate]/Panels/HTMLHead.html

I would recommend making the changes using a simple text editor like NotePad or using an HTML editor like Dreamweaver or Frontpage/Expression.

Once you have made your changes, just upload the file back to your templates/[yourtemplate]/Panel folder and your new tags will be present throughout your shopping cart site.
