This is mainly for customers that have created there own template.

If you open up the /templates/YOUR-TEMPLATE/Panels/HTMLHead.html template file, there should be a replacement in there called %%GLOBAL_Stylesheets%%. If you do not see that replacement then put it in between the %%GLOBAL_TrackingCode%% and the %%GLOBAL_DesignModeStyleSheet%% replacement tags.

You can just look at the /templates/default/Panels/HTMLHead.html file if you are unsure (make sure that the 'default' template has been updated first).
