This is a known issue with the current versions of Website Publisher 4 and will hopefully be addressed in a future minor update.
Authors who have permission to manage comments but only for their own articles & blogs are currently presented with a list of comments for all site content, but can still only click the links to manage the comments for their own authored content.

I am able to see comments in the control panel for all articles, but only have access to manage comments on my own articles.
