If you are unable to save the changes when using Page Properties, and you are using editable regions then you may be experiencing this problem. When you are using editable regions anything outside of the editable region will not take changes. So if you are using editable regions then you will need to make sure you have an editable region defined around your <head>...</head> tags to also make them editable.
