Yes, Interspire Website Publisher has in built support for changing character set information via the settings page. If you don't see this in your settings page, it means you'll need to upgrade to a newer version of Interspire Website Publisher which you can download from your client area.
It is preferred that you choose UTF-8 as your character set for any language.
