Can I enable the site builder for clients that don't have a website and disable it for those that do?

Yes you can. You can disable the site builder on a per-user basis so that your clients with existing websites just use SiteCenter as a website editor instead of a website builder. You can of course enable/disable the site builder for any/all of your clients at any time.

You can enable or disable this option by editing the User account in the SiteCenter control panel.
