.htaccess support for ISAPI_Rewrite was introduced in version 3, and isn't available in the Lite version.
If you need to use .htaccess instead of the httpd.ini for rewriting in Interspire Website Publisher, you will need the paid version of ISAPI_Rewrite version 3 and above.
