This happens when the WebEdit URL is not properly set in the WebEdit settings.

To change the WebEdit URL:
1. login to your admin area - www.yoursite.com/webedit/admin
2. click Settings
3. under Site Settings, you'll find WebEdit URL
4. enter the full URL to your WebEdit install, like http://www.yoursite.com/webedit . Be sure to include the path to WebEdit. It's the same link normal users will go to when they want to edit a page.
5. click Save

Then you can login as a normal user and the buttons will be showing again.
