You can set up mini websites so each user can handle his piece of website by itself.

It's a matter of setting up this data properly. In this example I'll be setting up two users, one for the http://www.mysite.com/joe and the other for http://www.mysite.com/bill. I'll assume the document root for mysite.com is /public_html.
