This usually means your admin/includes/config.php file is not writeable by the web server.

Interspire Email Marketer requires that the admin/includes/config.php file and the admin/temp/ folder (and all sub-folders) are writeable by the web server. One way to achieve this is by setting them to CHMOD 777.
