hello,

i have shared hosting and hosting provider does not give permission for sending 3rd party smtp. means suppose our website is www.abc.com and i want to set email setting with www.xyz.com for smtp / username / password , hosting provider does not give and he told use localhost instead of 3rd party smtp.

This is a restriction a lot of web hosting providers put in place, especially for shared hosting plans. I always recommend ModWest:

http://www.modwest.com/

We have numerous customers running IEM on ModWest, with great success. ModWest even has a guide specifically devoted to setting up IEM on their hosting plans:

Even with ModWest, if your send volume is high (as your other thread suggests), you may need a dedicated server, or a VPS, rather than a shared plan.
