Can you check to see whether you have PHP's mbstring extension installed on your server?  If 
it is not, can you install and enable it and see if that fixes your problem?  The function 
was added to resolve some issues with handling non-English character sets.
The easiest way to check this is to do to the following:
1. Login to your IEM install.
2. Go to Tools->System Information.
3. Click on View Full System Info.
4. Search the page for "mbstring".
5. If you do not find it there, it is not installed or not enabled.  
The extension can be enabled by editing the PHP configuration file (php.ini) if it's already 
installed.  If it is not installed, you can check the following guide to help you install 
it:

Depending on your hosting environment you may need to contact your hosting provider or 
system administrator to have the extension enabled or installed.  Even if it shows up on 
some other PHP configuration page, the page indicated by the instructions above shows the 
PHP configuration actually used by IEM.  It is possible to have multiple PHP installations 
and multiple PHP configurations on the same server.  If you run into this situation, you 
should work with your hosting provider or server administrator to help you sort them out.

If you are unable to import contacts via CSV, the most likely reason is that PHP's mbstring extension is not installed.
