When you create a new 'Menu/List', select the 'Custom list of links' list type. This will allow you to manually create a drop down menu.
Once selected, a new section will appear below which lets you enter some text and a link URL. This is where you can start entering your links for your menu. You can add more links by clicking the (+) icon on the right, or remove links my clicking the (-) icon.
Each link that you create can then be dragged by the world icon on the left. When dragging you can move it up and down to adjust the order, or move it to the right or back to the left to define if it is part of a drop down/sub menu or not.
When this menu is placed in the website header using the 'Site Layout' page in your control panel, all indented links will display as drop down items under the the parent links they are placed under here.
